1. Does NRH allow solar panels?

Yes, a zoning ordinance passed on December 8, 2014 and amended on May 19, 2015 allows and provides basic standards for solar panels in North Richland Hills.

2. Where can I put solar panels on my property?

Solar panels can be located on the roof of your home, on the roof of a permanent accessory building, or “ground-mounted” in your backyard.

Ground-mounted systems cannot exceed 8-feet tall and have the same setback and size standards as a permanent accessory building. Maximum sizes depend on the size of the lot and the presence of any existing permanent accessory buildings. The total area of permanent accessory buildings and ground-mounted solar systems will range between 500 and 1000 square feet.

Roof-mounted systems cannot extend beyond the roof’s edges or ridges and must have a maximum 8-inch separation between the system and the roof. Size is otherwise not restricted.

3. Is a permit required for solar panel installations?

Yes. The installation of solar panels requires a building permit.

4. What codes must be followed for the installation of solar panels?

The installation of solar panels is governed by the 2020 National Electrical Code (State Minimum) and the 2018 International Residential Code.

5. Who can make application for a permit?

The person doing the actual installation of the system must obtain the permit for the installation of solar panels.

6. What information is required to accompany a permit application?

A site plan of the property; roof plan showing the precise locations of the solar panels, junction boxes, conduit, and disconnecting equipment; and a building elevation showing the location of electrical panel(s), electrical meter, disconnection devices, inverter, and required signage. Details showing the method of attachment, waterproofing method(s), solar panel spacing above the roof and an electrical design/diagram produced and sealed by a Texas Licensed engineer are also need.

Lastly, a detailed sketch depicting the roof framing members; including rafter size, rafter spacing, rafter direction, purlin locations, purlin bracing locations, decking thickness, type of roof material, and the number of layers of shingles, must be provided for adequate structural assessment. Roofs that do not meet minimum building code requirements may require an engineer’s design and professional seal.

7. How long does it take to get a permit?

Approximately 7 working days; provided all the necessary information has been submitted.

8. How much does a building permit cost?

Permit fees are based on the value of the installation (materials and labor), typically $200 to $500.

9. Do I need a permit for smaller solar panels for landscape lighting or gate motors?

While electrical permits may be required for some work — especially if your project connects to your home’s electric panel — these smaller scale solar panels for outdoor lighting and small motors do not require individual permits. Please call 817-427-6300 if you have questions.
