Get to Know Your Budget Director
The City of North Richland Hills welcomes Trudy Lewis as our new Budget Director. She brings with her numerous years of municipal service and leadership, which will assist NRH in continuing to provide efficient and effective services to the community.
Prior to coming to NRH, Ms. Lewis served for four years as the City Administrator for the City of Hutchins. She began her municipal career as Budget and Financial Analyst at the City of Irving, where she was promoted to Housing Coordinator. She then worked for the City of Arlington as a Project Coordinator and was promoted to Administrative Service Manager. She also served as Budget and Human Resources Director for the City of Ferris and City Manager in Glenn Heights. Ms. Lewis has worked to increase financial stability, transparency and accountability in the cities she has worked for and looks forward to continuing the City of North Richland Hills’ mission of being good stewards of your tax dollars.
Ms. Lewis has a Bachelor of Arts in Political Science from Spelman College and a Master of Public Affairs from University of Texas at Dallas. She is currently enrolled in Valdosta State University, working toward a Doctor of Public Administration with anticipated graduation in May 2024. She is a Certified Public Manager through Texas State University.
Get to Know Your IT Director
Meet Information Technology Director Eric Von Schimmelmann. Eric joined the City of North Richland Hills in July 2021. He came to NRH from Carson City, Nevada where he served the city for 30 years, working his way up to IT Manager and then Chief Information Officer. In Carson City, he established strategic goals, objectives, policies, procedures and work standards for the Information Technology Department, as well as implementing and maintaining citywide information technology systems.
Eric’s extensive municipal experience has already benefitted North Richland Hills in its transition to a new enterprise resource planning (ERP) platform that manages the city’s financials, procurement, HR, payroll, and more, along with a new system to automate operations in land use planning, permitting, inspections and code compliance case management.
Mr. Von Schimmelmann has a Bachelor of Information Technology from the University of Nevada and is a Certified Government Chief Information Officer through University of North Carolina at Chapel Hill.

Get to Know Your Director of Parks & Recreation
We are pleased to announce the promotion of Adrien Pekurney to Director of Parks & Recreation. Adrien, who has been with the City of NRH for nearly 22 years, will lead and direct the management and operation of all of our parks, trails and recreation amenities and facilities including the NRH Centre, Grand Hall, Senior Center, Richland Tennis Center, Iron Horse Golf Course and NRH2O Family Water Park.
For Adrien, parks and recreation has been a lifelong passion that started when she was a young lifeguard, swim instructor and summer camp counselor. “I can’t remember a time in my life that was not impacted by parks and recreation,” she said.
“To work with such an incredible Mayor, City Council, Park Board, City Management, and Department team that are committed to a community’s health and the lifelong wellness and learning pursuits that parks and recreation provides on a daily basis, is a true blessing. Parks and recreation will always be an incredibly valuable resource in every community and I'm so grateful to work with an exceptional team that contributes to the daily benefits of those resources in North Richland Hills. Parks and Recreation services are never done; we keep asking what’s next."
Adrien joined NRH Parks & Recreation in 1999 at the city’s original recreation center located at Rufe Snow and Loop 820 and was promoted to Recreation Center Manager a year later. She was integral in opening the NRH Centre in 2012 and developing it into one of the premier recreation facilities in the region. She served as NRH Centre Manager until 2017 when she was promoted to Assistant Director of Parks & Recreation. In her time with NRH, Adrien has also been at the forefront of planning and running the city’s special events including Night of Holiday Magic, Easter in the Park, Hoot N Howl, the Sounds of Spring Concert Series, the Mayor’s Bike Rides and numerous 5k runs. Her commitment to the community and serving others is a hallmark of her tenure with the city and she looks forward to continuing the NRH Parks & Recreation Department's legacy of excellence.
Adrien received her Bachelor of Science in Recreation and Leisure Services from Texas Tech University and her Master of Physical Education in Sports and Leisure Management from Southwest Texas State University. She and her husband, Kyle, and two sons are longtime residents of NRH and Northeast Tarrant County.

Get to Know Your Assistant Police Chief
Today we spotlight Assistant Police Chief Mike Young, who has over 35 years of experience in law enforcement. Chief Young currently leads the Management Services Bureau of the department. This bureau consists of many units that provide critical support for front line operations such as Dispatch, Jail, Property, Crime Prevention, Training, Victims Assistance, SROs, Mental Health, Recruiting, Reserves, Volunteers, Grants, Fleet, and Records.
Chief Young served in the United States Air Force, and in 1985 was hired as a police officer for North Richland Hills. He earned a Master’s in Criminal Justice from the University of Arlington. During his tenure, he has seen a tremendous amount of growth in the city and has been honored to serve in every command level role of the department. “It has been my privilege to live and serve in such a great community.”
Chief Young also went to the FBI National Academy in 2001 and currently serves as the Texas Chapter Association President. He has also attended the Senior Management Institute for Police at the Police Executive Research Forum (PERF).
“I find that maintaining a high level of ethical values has carried me to the honorable position that I currently have the privilege of serving in. Just as importantly, there is no doubt that I could not be where I am today if it were not for the fantastic employees that I have the honor of working with every day, along with serving the finest collection of truly great people who live in this City.”

Get to Know Your Assistant Director of Public Works - Operations
Today we are highlighting Boe Blankenship, our Assistant Director of Public Works - Operations. Boe leads the staff that maintains the city’s infrastructure, from repairing broken water mains and sanitary sewer lines to patching potholes and fabricating street signs, and much more. Boe and his team take pride in providing a high level of customer service to the community, often responding on nights, weekends and holidays to make emergency repairs and minimize service interruptions to the community.
“Our Public Works Operations’ home base is named ‘The Service Center’ and since day one, I have always believed that no matter if it is water, sewer, street, drainage or traffic related the work we do should always be performed with a service-minded attitude and that is shown by my team’s actions on a daily basis.”
Boe began his career in Public Works with the City of North Richland Hills more than 22 years ago. He has held seven progressive positions within the department, promoting to Operations Manager in 2016 and Assistant Director in January 2021. He earned a Bachelor of Science from Texas Wesleyan University. He also holds the highest level potable water license as a Water Operator A, as well as Wastewater Collection III and is a Licensed Irrigator in the State of Texas.
“My resume is not well traveled because 22 ½ years ago I fell in love with this community there was no reason to leave. In fact, I loved it so much, I decided I wanted to call it home, where I wanted to raise my family and I am so glad I did.”

Get to Know Your Animal Services Manager 
Meet your NRH Animal Services Manager, Keane Menefee. With more than 23 years (or 161 dog years) in animal care and control, Keane has overseen the NRH Animal Services Division for the past 3 years.
“I could not have been more blessed in my professional life. I’m excited to come to work every day at a beautiful shelter, for a wonderful community, and an exceptional organization surrounded by amazing people. I recognized very early in my career that society as a whole may not agree on many things; but I learned quickly that we can all agree on one thing…..and that’s the expected care, compassion, and treatment for animals.”
Under his leadership, the NRH animal shelter has increased its live release rate to 95% (which is considered no-kill by industry standards); ensured that no healthy/adoptable animals have been euthanized; overseen the creation of a veterinarian services program, providing on-site spay/neuter surgeries and medical treatments for shelter pets; and instituted a new animal shelter data management software program to better record, account, and manage shelter, field, licensing, and veterinarian services.
Prior to joining North Richland Hills, Keane worked for the cities of Irving and Fort Worth. He has shared his professional expertise as an independent consultant for the American Society for the Prevention of Cruelty to Animals and the Humane Society of the United States, and as a former president of the Texas Animal Shelter Coalition and the Texas Animal Control Association. He is blessed in his personal life of being the husband of Amanda, the father of Kyle, Kendall, and Aidan, and the fur-father of a Great Dane, French Bulldog, Chihuahua, 3 ball pythons, 1 hognose snake, and tropical/marine fish.

Get to Know Your Utility Service Manager
Meet your NRH Utility Service Manager, Angel Holbert. Ms. Holbert manages customer service, billing and collections for the city’s water division.
Angel’s career in municipal service began 36 years ago as a clerk in the City of Fort Worth meter reading department. She worked her way up to Senior Accountant, and in 1999 she joined the City of North Richland Hills as the Utility Service Manager.
“I was blessed to come to North Richland Hills where I fell in love with the city, and most importantly the staff who are second to none. During my tenure here, I have seen some amazing things and employees going above and beyond on a daily basis to meet or exceed the customer needs. There have even been occasions where I’ve witnessed employees and neighbors pay a resident’s water bills because they felt that customer’s pain and struggles. I am honored to work alongside staff who have a servant’s heart that is tender and caring, not getting any recognition for what they have done, but knowing from where their reward will come.”
As the city continues to make changes that improve and enhance services offered to NRH citizens, Ms. Holbert remains dedicated to providing the best customer service possible to all water customers.
“A former City Manager would always ask, ‘Are we doing the right things, and are we doing things the right way?’ That quote has always stuck with me and I am proud to say my answer is continually - Yes.”
Angel holds a Bachelor of Business Studies from Dallas Baptist University and serves on the Board of Directors for New Mount Rose Missionary Baptist Church. Her greatest gifts are her children (all adults now) and seven grandchildren.

Get to Know Your Assistant Fire Chief
Meet NRH Assistant Fire Chief, Kenneth Rawson. Chief Rawson has 25 years of experience in the fire service, serving as the Assistant Fire Chief of Operations for the past 5 years. In overseeing Operations, his areas of responsibility include emergency medical services and fire suppression, as well as public education, special operations and training.
“I am honored to have the opportunity to serve the citizens of NRH alongside an amazing group of men and women. Our team is passionate about the service we provide. We are dedicated to providing the highest level of emergency medical services as well as fire/rescue services. Thank you for your continued support. Our citizens make NRH a truly great place to live, work, and play.”
Kenneth began his career with the Ranger Fire Department as a firefighter/EMT in January 1996. In October 1998, he began his service as a firefighter/paramedic for the City of North Richland Hills moving up the ranks to Assistant Fire Chief.
Chief Rawson is a graduate of the Texas Fire Chief’s Academy and has a Master of Business Administration from the University of North Alabama. He holds certifications as a Master Firefighter, Master Fire Inspector, Master Arson Investigator, Fire Officer IV, Instructor III, Hazardous Materials Technician, Driver/Operator (Aerial and Pumper), Incident Safety Officer, Wildland Firefighter, Plans Examiner, Licensed Paramedic, Master Peace Officer, Firearms Instructor Proficiency, and Instructor Proficiency. He is a member of the Northeast-Richland Lions Club, International Association of Fire Chiefs, and Texas Fire Chiefs Association.

Get to Know Our Fleet Services Manager
Today we are highlighting our Fleet Manager, Zane Ryan. Zane leads the department that maintains and repairs all of the city’s vehicles and equipment. Whether it is a fire engine, police car or utility vehicle, Zane and his team keep everything working.
Zane began his career in the private sector and now has more than 40 years of fleet management and hands on repair experience in both the private and public sectors. He joined the City of NRH in 2017. Since he has been here, North Richland Hills has won several awards including recognition as a Top 100 Government Fleet and a Top Government Green Fleet out of 38,000 government fleets in North America. In 2019 and 2020, the Dallas-Fort Worth Clean Cities recognized NRH as a Silver Fleet by reducing energy impacts and improving air quality. Zane is a member of NAFA Fleet Management. His education includes numerous management and supervisory courses.
Zane and his team perform routine maintenance from oil changes and alignments to engine repairs. Paint, bodywork and more significant engine repairs are outsourced when needed. He also oversees fuel operations and makes sure the city remains in compliance with environmental regulations.
“My long-range goal is to implement new technologies into the city’s fleet operation, reducing cost, saving energy and being environmental friendly. I am looking forward to the next generation of vehicles and equipment to include hybrid and electric vehicles and equipment.”
When he is not at work, Zane enjoys spending time at home working on his family’s vehicles.

Get to Know Your Chief Building Official
Today we spotlight David Pendley, who is the city’s chief building official and has directed the operations of the Building Permits and Inspection Department for nearly 19 years. His department is responsible for issuing building permits and inspecting buildings to ensure safety and compliance with the city’s adopted codes and standards.
Dave, as most people call him, has been a code official for over 29 years and is an ICC Certified Building Official and an AICP Certified Planner. He has a Bachelor of Science in Construction Management from the University of Nebraska and is certified to inspect multiple trade disciplines. Dave has served as president of the North Texas Chapter of the International Code Council and has been a technical code consultant on a number of college level text books regarding building codes.
“Being the Chief Building Official for the City of North Richland Hills is extremely rewarding. I love my team; plus, I get to serve our citizens every day with integrity, respect, and responsibility by making sure they have safe, quality buildings. I’m always in demand, every day is different, and there’s never a dull moment."

Get to Know Your Public Works Director 
Today we are highlighting your Public Works Director, Caroline Waggoner. Caroline and her team provide many services we rely on every day from water and wastewater services, to drainage and flood control, to streets and traffic control.
Mrs. Waggoner is a licensed Professional Engineer with 23 years of engineering experience. She earned a Bachelor of Science in Civil Engineering from the University of Colorado in Boulder, and began her career in public service with the South Carolina Department of Transportation. She then spent several years in the private sector, moving around while her husband was an active-duty Air Force officer. After settling in DFW in 2001, Caroline began her city government career with the City of North Richland Hills in 2003 as an Engineer Associate. After earning her Professional Engineer’s license in 2006, Caroline advanced within the Public Works Department, becoming the City Engineer in 2012 and Director of Public Works in 2018.
“There is so much more to the Public Works Department than many people realize, and I am fortunate to work alongside innovative, hardworking and dedicated people who strive to deliver excellence in service to NRH residents every day. I am thrilled to have a job that allows me time for the technical aspects of engineering design, and the challenges of infrastructure construction and maintenance. I’m just as happy wearing boots on a job site as I am behind the desk! One of the most rewarding aspects of my position is the opportunity to interact with residents, developers, and business owners on a regular basis.”

Get to Know Your Director of Economic Development
Today we are highlighting your Director of Economic Development, Craig Hulse. Craig and his team are responsible for facilitating business expansion and retention by promoting North Richland Hills to the business, real estate and development sectors. His department proactively pursues target industries by facilitating plans, programs and activities that encourage NRH as a place for expansion and investment. Results from these efforts have included Babe’s Chicken Dinner House, Kroger Marketplace, Alamo Drafthouse Cinema, and redevelopment of the former North Hills Mall property as City Point, just to name a few.
Recognized by the International Economic Development Council, Craig is one of 1,110 Certified Economic Developers worldwide. He is an active member in the Northeast Tarrant Chamber of Commerce, Texas Economic Development Council and sits on the board of the Northeast Leadership Forum. Each year, Craig hosts a 6 part series called “Hands on Business Planning” where businesses go to develop and fine-tune their business plan.
A native of Orange County, California (don't hold that against him), Craig has been with the city since 2008. In addition to over 15 years of Economic Development experience, he spent 10 years with Verizon across various marketing roles. A graduate of Long Beach State with a Master’s in Public Administration, Craig also has an advanced degree in Economic Development from the University of Oklahoma. At home, he reports to his wife and two daughters, the younger of which attends Birdville High School and plays on the volleyball team.

Get to Know Your Finance Director 
Today we highlight Director of Finance Mark Mills. Mark has served as Director of Finance since 2017. His areas of responsibility include Finance Administration, Accounting, Treasury, Purchasing, and Utility Billing. He is also responsible for the administering the city’s contract for ambulance billing services.
“I am privileged to work with an amazing group of people. Together we strive to ensure the financial stability of the city. As stewards, it is our responsibility to act with integrity and ensure appropriate controls are in place to protect public funds.”
Prior to becoming Director of Finance, he served nine years as the city’s Director of Budget & Research. He has over twenty years of combined experience in municipal government finance and budget. Mark began his career in local government as an intern in Colleyville’s City Manager’s Office. Prior to coming to North Richland Hills, Mark headed Carrollton’s Budget & Management Analysis Division. He holds a Master of Public Administration and a Bachelor of Arts from the University of North Texas and is a Certified Government Finance Officer. He is a member of the Government Treasurers’ Organization of Texas and the Government Finance Officers Association of Texas, for which he serves on the Membership Committee.

Get to Know Your Director of Neighborhood Services
Meet your Director of Neighborhood Services, Stefanie Martinez. The main objective of the Neighborhood Services Department is to ensure health and welfare of NRH residents and visitors to our community. Consumer Health (think restaurant and daycare inspections), Animal Services (think pet adoptions and animal welfare), Code Compliance (think neighborhood health and safety codes) and Environmental Resources (think Keep NRH Beautiful) are all divisions within the Neighborhood Services umbrella. The Neighborhood Initiative Program and annual Fix It Blitz, which help residents in need with property maintenance and repairs, are also programs that Neighborhood Services oversees.
“Not many folks can say each day is something different at work, but I do! Overseeing these varied divisions as well as being a wife, mother of 5 human children and 4 rescued fur-babies allows me constant rewards when I see a goal reached, project completed or citizen helped with a concern. While a lot of people do not know all that this department entails, I can rest peacefully knowing that all the staff here in Neighborhood Services work daily to help our residents safely enjoy their community.”
Stefanie began her career in public service over 20 years ago with the City of Fort Worth as a Customer Service Clerk. She was promoted to a Code Compliance Officer, Code Compliance Supervisor and then Code Compliance Superintendent. Along the way, she attained a Bachelor’s of Science with Public Administration Emphasis from Texas Wesleyan University. After 16 years in Fort Worth, she came to North Richland Hills as the Director or Neighborhood Services. Stefanie is a Registered Code Enforcement Officer with the State of Texas. She is also a graduate of the City of Fort Worth’s Leadership Development Program and the Northeast Tarrant County Chamber of Commerce’s Leadership Northeast.

Get to Know Your Director of Planning
Since October is National Community Planning Month, let us introduce you to your Director of Planning, Clayton Comstock. Clayton has been with the City of North Richland Hills since 2011 and has spent his entire professional career in Northeast Tarrant County. He manages long-range planning, zoning, subdivision, building permits and inspections, as well as other development-related activities for the city. Clayton also serves as the staff liaison to the Planning and Zoning Commission, Zoning Board of Adjustment, and Capital Improvements Advisory Committee.
“I love my job and the community I work for," he said. "Engaging in visionary planning and collaborating with others on how to build and reinvigorate neighborhoods, create vibrant spaces, and foster economic sustainability keep me motivated and inspired. One of the most rewarding aspects of my job is listening to others’ exciting ideas for the future of their community and helping translate that collective vision into reality. To me, planning and development isn’t about mere construction activity. It's about building environments in which relationships, opportunities, and memorable experiences can thrive.”
Clayton holds Bachelors of Arts in Political Science and History from Christopher Newport University (Newport News, Virginia), a Master of Public Administration from the University of North Texas, and a Graduate Certificate in Development Review from the University of Texas at Arlington. He is a member of the American Institute of Certified Planners and an Accredited Member of the Congress for the New Urbanism. Clayton is also a graduate of the Northeast Tarrant Chamber’s Leadership Northeast program. On weekends, you’ll likely spot Clayton outdoors—working in the yard, cycling local streets and trails, or hiking area nature trails with his wife and two children. Clayton and his family are proud to call North Richland Hills home.

Get to Know Your Director of Facilities & Construction
Today we are spotlighting Chris Amarante, our Director of Facilities & Construction. Chris leads the team that keeps all of our city owned buildings clean and well maintained. He also manages facility renovation and construction projects.
“I am very passionate about my job and want our customers to be completely satisfied. It does not matter how big or small the project, I am rewarded when I can look back and know I contributed to the success of that project and the community.”
Chris was hired as construction manager in 2007 to oversee construction of the new Public Library. He was promoted in 2008 to Director of Facilities & Construction. During his tenure with the city, he has contributed to the design, construction, and maintenance of several facilities including the Public Library, NRH Centre, Animal Adoption & Rescue Center, and City Hall. He has also been involved in many building modifications and improvements and takes pride in keeping all of our city buildings operating efficiently and effectively.
Chris is a graduate of Texas A&M University, where he received a Bachelor of Science in Civil Engineering, and has been involved in many facets of construction during the past 28 years. Chris has always had an interest in building and fixing things, even at an early age. Outside of work, he is an active leader in Boy Scouts, where he helps with mentoring and coaching Eagle Scouts.

Get to Know Our Human Resources Director
Today the spotlight is on our Director of Human Resources, Patrick Hillis. With over 28 years of municipal human resources experience, Patrick oversees the areas of recruitment, benefits, compensation, employee wellness, risk management, civil service and employee relations. Since joining the city in 2000, Patrick and his team have created and implemented many innovative programs to include the city’s RSPIRIT employee recognition programs, the NRH “Can Do” employee wellness program and the “Skills for Success” employee in-service training program which received the Municipal Excellence Award in Management Innovations from the Texas Municipal League in 2014, just to name a few.
Patrick is a firm believer that great organizations like the City of North Richland Hills don’t just happen by chance. Every aspect of the employment experience beginning with the hiring process, to the training and development of employees, all the way through to retirement celebrations must be continuously evaluated and improved. When asked what he appreciates most about working for the City of North Richland Hills, Patrick stated, “I’ve always been grateful to work for a city where the core values of respect, service, productivity, integrity, responsibility, innovation and teamwork are embraced by the City Council and our employees. These core values are part of every decision we make.”
Patrick received his Bachelor of Business Administration from Abilene Christian University, where he has served as an adjunct professor, and holds a Master of Business Administration from The University of Dallas. Patrick is certified as a Senior Certified Professional by the International Public Management Association, Professional in Human Resources by the HR Certification Institute, and Senior Certified Professional by the Society for Human Resources Management.

Get to Know Your Library Director 
Today we are highlighting our Director of Library Services, Cecilia Barham. Cecilia has worked in libraries for over 26 years with experience in both public and academic libraries. She has led the NRH Library since 2012.
“I became a librarian because of the impact my school and public libraries and librarians had on my life as a child. I believe that libraries have the power to change lives. Whether it is by ensuring equitable access to resources that support formal or informal education, providing events and classes that educate, entertain, and delight, or by simply providing a good book that keeps you company on a lonely day—libraries make a difference every day.”
Previously Mrs. Barham served as Director of the Decatur Public Library, which was awarded runner up for Best Small Library in America during her tenure with them. She also worked at Flower Mound Public Library and the University of North Texas. She has a Master's degree in Information Science and a Master's degree in English, and has served in various capacities for the American Library Association, the Public Library Administrators of North Texas, and the Texas Library Association. Most recently, she completed service as the 2019-2020 President of the Texas Library Association.
“I am often asked who my favorite books and authors are. I love the works of Toni Morrison, Joan Didion, and Donna Tartt. My favorite book changes the more I read, but a book I often recommend with great success is The Devil in the White City by Erik Larson. When I'm not at work, I love diving into a good book and walking with my two Corgis and my fierce little Chihuahua, Lulu. I am honored every day to be able to serve our community alongside the outstanding library staff, and hope to see you at the Library soon!”

Get to Know Your Fire Chief 
Meet your NRH Fire Chief, Stan Tinney. Chief Tinney has more than 40 years of experience in the fire service and has led the North Richland Hills Fire Department for the past 8 years.
“Most firefighters believe they have the best job in the world, and I agree with them all. As a firefighter it is very rewarding to have confidence of the community by being one of the first they think of for help when they face a crisis, big or small. I am honored and blessed to be part of the team of men and women who serve the NRH community with such pride and integrity.”
Stan started his career as a firefighter/paramedic with the Odessa Fire Department and moved up the ranks to Assistant Fire Chief. In September 2012 he was hired as Fire Chief for the City of North Richland Hills. Throughout his career he has been involved in all aspects of fire services including operations, emergency medical services, fire prevention, technical rescue, education, and emergency management.
Chief Tinney is a certified Master Firefighter, graduate of the National Fire Academy’s Executive Fire Officer Program and the Texas Fire Chiefs Academy. He has a Master of Public Administration from the University of Texas, Permian Basin, is a member of the Northeast-Richland Lions Club, International Association of Fire Chiefs and Texas Fire Chiefs Association.

Get to Know Your City Manager
Today we are highlighting NRH City Manager Mark Hindman. Mark oversees the day to day responsibilities of the city and ensures the City Council’s goals and policy objectives are carried out and administered effectively. He has served as our City Manager since 2009.

Mark leads the operations of all city departments through administrative and budgetary processes and guides staff to ensure that city services are in line with the priorities of the City Council and community. He is known for his innovative, data driven and forward-thinking mindset with a strong focus on financial stability and planning for the future. He strives to utilize a collaborative approach to problem resolution and has a clear understanding that it is his co-workers that get everything done.
A native of Kansas, Mr. Hindman began his career in public service 37 years ago working for the Senate Finance Committee in Washington, D.C. He worked for the cities of Olathe, Kansas and University Park, Texas, then spent 8 years with the City of Lubbock, working his way up from the position of budget analyst to director of finance. He then served 14 years as an assistant city manager for the City of Mesquite.
Mr. Hindman is a member of the International City / County Management Association and serves on the Board of Directors of the Texas City Management Association. He has a bachelor’s degree in sociology from Geneva College in Pennsylvania, as well as a Master’s of Public Administration from the University of Kansas.

Get to Know Your Assistant City Manager 
Today we highlight Assistant City Manager Karen Manila who is responsible for the city’s administrative and fiscal services. This includes budget, finance, information technology, human resources, municipal court, legislative analysis, the city’s solid waste contract and franchised utilities.
“The overarching goal in the areas I oversee is to maintain public trust as stewards of taxpayer money. We achieve this by hiring the right people for the right jobs, keeping our technology up to date, having checks and balances in place for the handling of financial transactions, and providing the best customer service we can for our residents, businesses and visitors.”
Mrs. Manila earned a Bachelor’s of Business Administration in management from the University of Texas at San Antonio and a Master’s in Public Administration from the University of North Texas. She joined the City of North Richland Hills in 1999 as director of budget and research. She was promoted to managing director in 2002 and assistant city manager in 2008. Previously she held positions with the City of Garland, the City of Kaufman and worked for several years in public accounting.

Get to Know Your City Secretary / Chief Governance Officer
Today we are highlighting City Secretary / Chief Governance Officer Alicia Richardson. Alicia is the liaison between the citizens and their elected officials. She focuses on government transparency to provide the public with access to information regarding the city and elected officials. She fosters community involvement through citizen participation on city boards/commissions. Alicia is responsible for the city’s compliance with federal, state and local statues related to city elections, records management, open meetings, open records and the preservation of City Council’s deliberation and action.
Alicia began her city government career with the City of North Richland Hills in 1993 as a records clerk in the City Secretary’s Office for one year, before returning to her hometown of Yuma, Arizona. She returned to the city in 1998 and served as the Assistant City Secretary for eight years, before accepting employment with the City of Highland Village as their City Secretary in 2006 where she served for five years. She also served the citizens of the City of Southlake as their City Secretary for three years. In 2014, an opportunity presented itself to return home. She has come full circle!
Alicia serves on the Board of Trustees of the Texas Municipal Clerks Association. She received her Texas Registered Municipal Clerk designation from the Texas Municipal Clerks Certification Program administered by the University of North Texas. She also holds the Certified Municipal Clerk designation administered by the International Institute of Municipal Clerks.

Get to Know Your Director of Public Safety
Public Safety is a key element in providing a safe and peaceful community and is one of the highest priorities of the City Council. The person directly responsible for carrying out these responsibilities is Chief Jimmy Perdue who serves both as the Director of Public Safety and the Police Chief. In this role he directly supervises the activities of the Police Department and working with the Fire Chief, manages the Fire and Emergency Management operations for the City.
Jimmy has been in law enforcement for 38 years and has been with the City of NRH since 2005 when he became Chief of Police. During his tenure he has developed the Police Department into a modern, progressive agency that is looked to by others as one that sets high standards for service and caring for the community. He is one of the most senior Police Chiefs in the North Texas area and serves on a variety of regional and state boards and commissions where his expertise in policing is utilized. He currently serves on the executive board for the Texas Police Chiefs Association as 2nd Vice-president as well as serving in the International Association of Chiefs of Police. He has a Master’s degree from the University of North Texas and is a graduate of the prestigious FBI National Academy.
“I feel very fortunate to be doing a job that I love so much. Law enforcement is a noble calling that has been a part of my entire adult life. While we are experiencing some unique challenges in our country today, I believe this only makes it more important to remain active and engage in the process to help make my profession and our community better. Get to Know Our City Attorney
Meet the woman responsible for keeping us legal, City Attorney Maleshia B. McGinnis. The City Attorney’s Office advises the City Council, City Management, and City Boards and Commissions on all legal matters to assist them with effectively serving the citizens of North Richland Hills.
Maleshia has been practicing law for over 18 years, and joined NRH in 2016, becoming the City’s first in-house legal counsel. Prior to joining NRH, Maleshia spent over 14 years with the Fort Worth City Attorney’s Office, working her way up from Prosecutor to Senior Assistant City Attorney/Section Chief. She is a regular speaker and participant at legal seminars sponsored by the International Municipal Lawyers Association and the Tarrant County Bar Association. She volunteers her time working with numerous community organizations and supporting groups that assist victims of domestic violence. Maleshia is a published author, a graduate of Leadership Fort Worth, and recipient of the Governmental Excellence Award.
“I love what I do, and I am proud of the trust placed in me by the City Council and City Management. My goal is to ensure my office is integrated into the day-to-day operations of the City and to provide innovative legal solutions to accomplishing the City’s goals.”
A Louisiana native, Maleshia earned her Bachelor’s and Juris Doctorate degrees from Louisiana State University. She is certified in Municipal Law and licensed to practice by the State of Texas, the US District Court for the Northern District of Texas, and the US 5th Circuit Court of Appeals. She is happily married and her motto is “success is intentional, so do it on purpose.”

Get to Know Your Municipal Court Administrator
Today we are highlighting Municipal Court Administrator Rebecca Vinson. Rebecca is dedicated to administering a fair and efficient court system that is committed to respect and equality, while ensuring public trust and confidence in the judicial system. Her journey began 22 years ago as a Deputy Court Clerk and Teen Court Coordinator for a neighboring city. She joined the City of North Richland Hills in 2002 to lead the Teen Court Program, which fulfilled her goal of working with youth in the same community in which she has called home for over 25 years. In 2007, she was promoted to Assistant Court Administrator and in 2017 to Court Administrator. Mrs. Vinson is a certified court clerk and licensed master court interpreter.
“While managing the operation of the Court and it’s four divisions, I am honored to have a role in assisting the public on a daily basis, whether it be by walking someone through the many options one has after receiving a citation or translating for Spanish speaking patrons. I understand the unsettledness that comes with receiving a citation and/or appearing in Court, so it is important that myself and our team continually create and implement processes that afford opportunities for defendants to participate in the judicial system without undue hardships. I am especially passionate about our Teen Court Program. It is extremely important that we monitor and continue to expand collaborations with agencies inside and outside our community to provide the much needed assessments and resources for at risk youth and their families. I can’t imagine having a career in any other field, and especially not in any other city.”

Get to Know Your Deputy City Manager
Meet the City’s Deputy City Manager, Paulette Hartman. As Deputy City Manager, Mrs. Hartman oversees many of the non-public safety operations in NRH. Parks & Recreation, the Library, Communications, Development Services, Public Works, Code Compliance and Animal Services are all areas that she leads. Paulette has almost 21 years of experience in city government.
“I have a passion for local government and service. I love my career especially because of the challenges that present themselves every day. However, my most challenging role is being a mom to my 3 kids and a good partner to my husband Michael. I believe my role as a parent has taught me so much about leading and serving people, and in a similar way, my career has made me a better mom.”
Mrs. Hartman earned a Master of Public Administration degree from the University of Texas at Arlington, and a Bachelor of Arts degree with a major in Public Administration from Stephen F. Austin State University. She started her career in public service with the City of Fort Worth as an Administrative Assistant in the Department of Engineering, then moved to a similar position in the city’s Communications division. She worked in NRH the first time as Assistant to the City Manager from 1999 – 2004 under the direction of Larry Cunningham who was the City Manager at that time. Mrs. Hartman then became the first City Administrator in Copper Canyon, TX and served in that role from 2004 until 2007 when she became the City Manager of Joshua, TX. Paulette served as City Manager of Joshua until 2014 when she was recruited to come back to NRH as Assistant City Manager by current City Manager Mark Hindman. Mrs. Hartman was promoted to Deputy City Manager in 2018.
Mrs. Hartman served as President of the Texas City Management Association in 2016/2017 and sits on the advisory committee of the Texas Women Leading Government Institute as well as the Texas Municipal Retirement System.

Get to Know Your Public Information Officer
Today we are highlighting the woman who spearheads the City’s communication strategy, Mary Peters. As Public Information Officer, Mary works closely with all city departments to provide the community with accurate, timely, and helpful information. Whether you are visiting the city’s website, reading a newsletter, watching a City Council meeting or connecting with City Hall on social media, Mary is coordinating behind the scenes to provide you with abundant information.
Mary began her career in communications over 25 years ago as a newspaper reporter covering state and local government. She was recruited by the City of Tyler to lead their Communications Department in 2002 and joined the City of North Richland Hills in 2004, which brought her back home to the Dallas-Fort Worth region where she grew up. She has a Bachelor of Journalism from the University of Texas where she wrote for The Daily Texan and she was editor of her high school newspaper.
“I love my job and strive to be a trusted resource for all things city related. My goal is for everyone who lives in North Richland Hills to be informed about their city services and to feel connected to City Hall.
