Statewide Face Covering Requirement

Governor Greg Abbott has issued an executive order requiring all Texans to wear a face covering over the nose and mouth in public places in counties with 20 or more positive COVID-19 cases, with some exceptions. View the Governor’s July 2 executive order and watch his video statement below.

Tarrant County Face Covering Requirement

All employees and visitors to Tarrant County businesses, including those in North Richland Hills, will be required to wear face coverings or masks to help slow the spread of COVID-19. This requirement begins at 6 p.m. Friday and will run through 6 a.m. August 3. 

County Judge Glen Whitley said the executive order requiring masks in public places is necessary because Tarrant County has seen a 52% increase in new COVID-19 cases, a 67% increase in hospitalizations and a 14% increase in deaths over the past 2 weeks. 

“We believe that masks are our best alternative at this time,” he said, emphasizing that he does not want to return to the restrictions instituted in March.

What is required of businesses?

All entities that provide goods or services in Tarrant County must implement a health and safety policy requiring employees and visitors to wear a face covering when in close proximity to other people. Businesses may add other measures to their policy in addition to masks, such as temperature checks or health screenings, and their policy must be posted “in a conspicuous location” so that it’s visible to the public. The county’s order includes an example policy that businesses may use.

Is there a penalty?

Businesses can be fined up to $1,000 for each violation of the order if they do not implement a health and safety policy within five days of when the order goes into effect. The order goes into effect at 6 p.m. June 26, so businesses must have their policies in place by Wednesday, July 1.
