Beginning November 1, 2018, the City of North Richland Hills will implement changes to water and sewer rates. The rate adjustments are necessary due to increasing operations and maintenance costs and will allow us to continue delivering high-quality, reliable and safe water and sewer services to the community. The impact of the rate adjustments on an average residential customer who uses 10,000 gallons of water per month will be approximately $5.54 per month, which is an increase of 5.57 percent. Examples for customers using 8,000 gallons, 10,000 gallons and 25,000 gallons of water per month can be found toward the bottom of this page.
The City of North Richland Hills strives to provide quality, safe and reliable water and wastewater service in a cost effective manner. As the infrastructure in our water and wastewater system continues to age, maintenance needs and costs increase. To continue providing services without interruptions, the city is planning to partially replace a 15” water supply main that carries water from Fort Worth to North Richland Hills. A 42” wastewater line that carries sewer from our city to the sewer treatment plant is also being replaced. Because of the size and length of the line, the project will be completed in several phases. Replacement of several smaller mains, water valves and manholes is also planned for the coming year.
Even with these rate increases the average customer will pay only about 1-penny per gallon of water used. The number of gallons your household uses is listed on your monthly water statement. Rate Changes
The rate adjustments include changes to the base and volume rates that are set by the city, as well as pass through rates related to the city’s wholesale water suppliers and sewer treatment providers - the City of Fort Worth and the Trinity River Authority.
- The base rates for a ¾” single family residential meter, which includes the first 2,000 gallons of water used each month, will increase for the first time since 2013. A typical residence will see their monthly base rate increase $2 per month, from $10.00 to $12.00. The sewer base rate will increase $0.61 per month, from $8.39 to $9.00. Increases for other meter sizes will vary.
- The water volume rate for each 1,000 gallons consumed over the base will increase 5%. There is no change to the sewer volume rate.
- The pass-through rate increase is $0.08 per 1,000 gallons for water and $0.07 per 1,000 gallons for sewer. The pass through rates are determined by water and sewer treatment costs from the City of Fort Worth and the Trinity River Authority.

Impact to Water Customers
The impact of the rate changes on your residential water bill will vary depending on how much water you use each month. The number of gallons your household uses each month is listed on your monthly water statement.
As a reminder, your sewer charge is recalculated once each year based on your average water use during the winter quarter (December, January, and February) and is capped at 18,700 gallons.
