Winter Quarter Average (WQA)


Ever heard of WQA? It’s a water term that means Winter Quarter Average. Since wastewater is not metered, your monthly sewer fee is determined by averaging the amount of water that is used at your home during December, January, and February, aka the Winter Quarter Average. 

The winter months provide a better picture of indoor water and sewer use because it’s the time of year when outdoor water use is lowest. Your new sewer average is calculated each March based on your WQA and applied to your monthly bill beginning in April.
