Assistant City Manager
Caroline Waggoner oversees the following City Departments:
- Public Works
- Building Inspections & Permits
- Planning & Zoning
Mrs. Waggoner is a licensed Professional Engineer with over 25 years of engineering experience. She earned a Bachelor of Science in Civil Engineering from the University of Colorado in Boulder, and began her career in public service with the South Carolina Department of Transportation. She then spent several years in the private sector, moving around while her husband was an active-duty Air Force officer. After settling in DFW in 2001, Caroline began her city government career with the City of North Richland Hills in 2003 as an Engineer Associate. After earning her Professional Engineer’s license in 2006, Caroline advanced within the Public Works Department, becoming the City Engineer in 2012 and Director of Public Works in 2018. She was promoted to Assistant City Manager on June 1, 2023.
