Department Overview

The Planning & Zoning Department is the primary contact for property owners, developers, surveyors, and engineers with the desire to make modifications to, or improve property in the City. 

The primary duty of the Planning & Zoning Department is to review and provide staff recommendation on a variety of requests to the Planning & Zoning Commission and City Council. Staff recommendations are based on adopted plans, guidelines, and policies created to benefit the City.

Mission

We partner with the community in shaping the future of North Richland Hills by building and reinvigorating dynamic neighborhoods, engaging in visionary planning, fostering economic and environmental sustainability, and promoting exemplary design. We do this with exceptional customer service and by living the R-SPIRIT values of the City of North Richland Hills.

Achievements

In 2019, the City of North Richland Hills was presented with the "Certificate of Achievement for Planning Excellence" for the seventh consecutive year by the Texas Chapter of the American Planning Association. The annual award recognizes "a commitment to professional planning by City Administration, Elected and Appointed Officials and exemplary professional standards demonstrated by the planning staff."
