The Purchasing Division is charged with the following responsibilities:

• Assuring fair and equitable treatment to all vendors without regard to political pressure
• Contracting for all repairs to property
• Purchasing supplies, materials, and equipment
• Supervising all purchases made through competitive bids

Fostering Positive Competition 
As a local government, the City of North Richland Hills encourages competition among potential vendors to obtain quality goods and services at the best prices available, to maximize tax dollars. 

Achievement of Excellence in Procurement
The National Purchasing Institute established a program in 1995 designed to recognize organizational excellence in public procurement. The Achievement of Excellence in Procurement® is awarded annually. This prestigious award is earned by those organizations that demonstrate excellence by obtaining a high score based on standardized criteria. The criteria are designed to measure innovation, professionalism, productivity, e-procurement, and leadership attributes of the procurement organization. In 2012 the City of North Richland Hills Purchasing Division earned the annual Achievement of Excellence in Procurement Award. North Richland Hills was 1 of only 19 cities in Texas and 1 of only 52 cities in the United States to receive this award.  This is the third year in a row the City of North Richland Hills has received this recognition.
