Mike Curtis, Managing Director of Development Services
Mike Curtis oversees the Public Works Department and the Planning & Development Department for the City of North Richland Hills. Public Works includes Engineering, Streets, Drainage, Traffic, Water and WasteWater. Planning & Development includes Building Inspections, Development Review, Planning and Zoning. Mr. Curtis is a licensed Professional Engineer in the State of Texas. He has a Bachelor of Science degree in Civil Engineering from the University of Texas at Arlington and a Master in Business Administration from the University of Dallas. He is a member of the Institute of Transportation (ITE), Texas Water Utilities Association and American Public Works Association (APWA). Mr. Curtis joined the City of North Richland Hills in 1992 as a Staff Engineer. He was promoted to Capital Projects Coordinator, Assistant Director of Public Works and Director of Public Works, before being named as Managing Director of Development Services in 2008.

Jimmy Cates, Public Works Operations Manager
As Public Works Operations Manager, Jimmy Cates is responsible for the operations of the City's streets, traffic, water distribution, and wastewater systems. Mr. Cates has over 25 years of experience with the City of North Richland Hills Public Works Department. He is a member of the Institute of Transportation (ITE), International Municipal Signal Association (IMSA), Texas Water Utilities Association, and the American Water Works Association (AWWA). Mr. Cates graduated from Indiana University.

Gregory Van Nieuwenhuize, Assistant Director of Public Works
Gregory Van Nieuwenhuize is a licensed Professional Engineer in the States of Texas, Oklahoma and Wisconsin. Mr. Van Nieuwenhuize has in excess of 17 years of municipal engineering experience working primarily in the Dallas/ Fort Worth Metroplex. He has worked for the City of North Richland Hills since 2005. Mr. Van Nieuwenhuize has also worked in the private sector for a local commercial land developer as the Director of Project Development. Mr. Van Nieuwenhuize has administered multi-million dollar bond programs and has been very involved with both new development and the redevelopment of existing properties. He is a 1987 graduate of the University of Wisconsin.
