Charles Goggans

Chief Goggans serves as the Administrative Battalion Chief/Training Coordinator for the North Richland Hills Fire Department.

Chief Goggans has worked for the city since August of 1976 as a firefighter. In October of 1978 he was promoted to Lieutenant serving as an Engine Company Officer. He was licensed as Police Officer in February of 1984. March of 1992 he became a FBI certified bomb technician and was appointed as the bomb squad commander in 1998 and continues to serve in the position currently. Other assignments have included Training Officer, Fire/ Arson Investigator, and Shift Commander. In addition to these duties he has served as a member of an ATF Regional Task Force and Co-chairman and member of NCTCOG EOD sub-committee.

Chief Goggans has a Master’s Degree from Grand Canyon University in Executive Fire Service Leadership, a Bachelor’s Degree from GCU in Public Safety Administration, and two Associate of Science Degrees from TCC in Fire Technology, and Fire Investigation Technology. He is a Texas Certified Fire Executive (CFE).
