The Operations Bureau is commanded by Assistant Chief Rick Scott who is responsible for coordinating the activities of the Uniformed Services Division and the Criminal Investigations Division. In addition to the assistant chief, the bureau is staffed by two captains, four lieutenants, 12 sergeants, 78 police officers and 25 civilian personnel.
Assistant Chief Rick Scott began his law enforcement career with the North Richland Hills Police Department in 1997 as a police officer recruit. On February 1, 2004, he was promoted to sergeant. In September 2008, he was promoted to the rank of lieutenant followed eight months later with his promotion to captain in May 2009, and to assistant chief in January 2015.
Assistant Chief Scott holds a Master Peace Officer License, he is a graduate of the 46th Session of the Senior Management Institute for Police (PERF) in Boston, and the IACP’s Leadership in Police Organizations Program in Plano. He has a Master’s Degree in Criminology/Criminal Justice from the University of Texas at Arlington. Assistant Chief Scott is a graduate from the 248th session of the FBI National Academy and currently serves on the executive board of directors for the Alliance for Children for the Greater Fort Worth metropolitan area.
